CONGRATULATIONS TO The Woman In Community Service Awardee!
Dr. Johailah Macasimbar Balt is a well-rounded educator and career-oriented person. Her educational credentials can justify how passionate she is in developing herself personally and professionally so she can serve her community better. She acquired the course Bachelor of Secondary Education major in English with an academic honor Cum Laude and special awards specifically College Service Award, Department Service Award, and Essayist of the Year. She completed the course Master of Arts in Education major in School Administration while she was working in a private institution. In 2015, she earned the degree Doctor of Philosophy in Educational Management with distinctions as Academic Achievement Awardee, Best Dissertation Awardee, and Department Service Awardee.
She is a holder of Civil Service Eligibility, a passer of Licensure Examination for Teachers with a rating of 82.60%, a topnotcher in the 2012 National Qualifying Examination for School Heads in the ARMM by ranking 11th with a rating of 99+. Recently, she hurdled the Career Executive Service Written Examination (CESWE) given by the Career Executive Service Board.
Although young at age, her work experience is filled. She had been an English lecturer at MSU- Community High school; a preschool teacher and an assistant principal at RC AKIC Science Laboratory School; a College Dean and Instructor II at RC- Al Khwarizmi International College; a School Principal at the Department of Education; and now a Public Schools District Supervisor at the Ministry of Basic, Higher and Technical Education (MBHTE).
As PSDS of Butig District, she is supervising 101 teachers, 19 school principals, 11 elementary schools and 8 primary schools. Additionally, she got involved in supervisory roles in serving our country when she was deputized as the COMELEC Supervisor in the 2013 Election in Butig, Lanao del Sur. She is also engaged in various academic undertakings in preparation for a more challenging leadership role and responsibilities.
She had completed the Supervisory Development Course Tracks I, II and III. She was awarded as best presenter in the Language, Kultura and the Integration of Technology (LangKIT) National Conference in 2016. In 2017, she completed the online course “Leaders of Learning” provided by Harvard University in coordination with the Embassy of the United States in the Philippines.
In the duration of 17 months, the Butig District lead by PSDS Dr. Johailah M. Balt was able to accomplish several programs, activities and awards despite the dark history of the municipality. It is now competitive not only locally but even nationally. Dr. Balt started rehabilitating the totally damaged district office even without the financial support of the government as she was informed that only buildings and classrooms used for instruction shall be prioritized for reconstruction and repair. As she is dedicated, she was able to rehabilitate their office with the support of the various stakeholders of the district. She engages in attracting donors and sponsors to provide support not only to the pupils in her district but also the parents. In fact, she headed the project “Strengthen, Promote and Encourage Love and Loyalty for Peace (SPELL Peace) in Butig which was sponsored by the US Embassy and ForMindanao, which provided training to 60 selected parents of pupils under her district. Moreover, she was able to collect an adequate amount that funded the distribution of school shoes to 500 deserving pupils of her district by seeking cash and in-kind donations from private employees, well-off friends and family and other stakeholders.
Her community is becoming competitive in terms of education as compared to the previous administrations. Teachers and school heads are inspired to do more in their work because they see how dedicated she is. Extending extra miles in their work becomes a passion and the flagship of the district. As a leader, she always seeks suggestions from her subordinates. She is willing to provide support and constantly monitors them. Indeed, she is a selfless woman willing to serve.
After the series of assessment, Dr. Johailah M. Balt rose at the top among equally awesome nominees. The nominees were scored based on the following criteria:
Leadership
She has demonstrated leadership by using her abilities to develop or improve a program or service to her community or organization. Her contributions required cooperative efforts of other individuals, departments, and agencies. She has successfully demonstrated her abilities as an individual a team member, and a leader. She has demonstrated a willingness to serve and assist other women in their personal and professional development and contributed to the successes of others as well as her own.
Community Commitment
The candidate has demonstrated a commitment to her community by sharing her time and talent in ways that benefit the community or individuals within it. She has demonstrated exceptional personal commitment to civic endeavours outside of her professional obligations.
Educational Accomplishment
The candidate has demonstrated a commitment to life-long learning and expansion of her own personal and professional resources, for example she has sought an expansion of knowledge by pursuing a formal degree plan or by participating in selected educational opportunities specific to her career and position.
Volunteerism Engagement
The candidate should have a “sense of volunteerism” both in her work and her community to serve the people. Her willingness to lend free services to people cannot just measure because she loved volunteer engagement.
