📌READ | HIGHLIGHTS of the BTA Parliament Session No. 63 on July 13, 2021

☑️53 members of the BTA Parliament responded to the call, 24 attended physically and 29 via virtual zoom.

☑️The following resolutions have been treated as simple resolutions and duly approved by the BTA members of parliament subject to style.

▶️Approved Resolution No. 449, entitled: RESOLUTION EXPRESSING THE SENTIMENTS AND CONSENSUS OF THE BANGSAMORO PARLIAMENT ON THE GRANT OF AN AWARD OF RECOGNITION AND COMMENDATION TO SECRETARY ABDULLAH D. MAMA-O AS AN EXEMPLAR OF MUSLIM FILIPINO LEADERSHIP AND OF ISLAMIC DIPLOMACY

▶️Approved Resolution No. 461, entitled: RESOLUTION RECOGNIZING THE CONTRIBUTIONS OF BANGSAMORO DIRECTOR GENERAL SUHARTO A. ABAS TO THE BANGSAMORO PEOPLE AND THE BANGSAMORO GOVERNMENT, AND EXPRESSING DEEP SYMPATHIES TO HIS FAMILY FOR HIS PASSING

☑️The following resolutions are referred to the appropriate committees:

▶️PR No. 448, entitled: RESOLUTION DIRECTING THE COMMITTEE ON ACCOUNTS AND AUDIT TO CONSIDER IN THE BUDGET PREPARATION AND THE EXISTING APPROPRIATIONS OF THE BANGSAMORO PARLIAMENT THE RESOURCES NEEDED FOR THE HEALTH REQUIREMENTS OF THE BTA MEMBERS AND FORMULATE THE NECESSARY STRUCTURE THEREFOR has been referred to the Committee on Accounts.

▶️PR No. 457, entitled: A RESOLUTION URGING THE BANGSAMORO GOVERNMENT THROUGH HIS EXCELLENCY AHOD BALAWAG EBRAHIM TO INSTITUTIONALIZE A COLLEGIAL FATWA COUNCIL TO ASSIST THE DARUL-IFTA’ IN ITS FORMULATION OF LEGAL OPINIONS (FATAWA) has been referred to the Committee on Rules.

▶️PR No. 460, entitled: A RESOLUTION STRONGLY CONDEMNING THE RECENT ARMED HOSTILITIES AT MUNICIPALITIES OF DATU HUFFER AND GUINDULUNGAN, MAGUINDANAO AND DIRECTING THE MINISTRY OF SOCIAL SERVICES AND DEVELOPMENT (MSSD), MINISTRY OF INDIGENOUS PEOPLES AFFAIRS (MIPA), MINISTRY ON LOCAL GOVERNMENT (MLG), THE AFFECTED LOCAL GOVERNMENT UNITS, AND THE 6th ID TO EXTEND IMMEDIATE ASSISTANCE TO THE AFFECTED RESIDENTS AND TO ENSURE THE PROTECTION OF THE CIVILIANS FROM FURTHER DISPLACEMENT has been referred to Committee of Indigenous Peoples Affairs, Committee on Social Services and Development, and Committee on Local Government.

▶️PR No. 462, entitled: A RESOLUTION DIRECTING THE MINISTRY OF ENVIRONMENT, NATURAL RESOURCES AND ENERGY (MENRE) TO FORMULATE A MULTI-YEAR RENEWABLE ENERGY DEVELOPMENT PLAN IN COOPERATION WITH THE BANGSAMORO PLANNING AND DEVELOPMENT AUTHORITY (BPDA) has been referred to the Committee on Environment, Natural Resources, and Energy.

▶️PR No. 463, entitled: A RESOLUTION ENCOURAGING THE DEVELOPMENT PARTNERS IN THE BANGSAMORO AUTONOMOUS REGION TO PROVIDE TECHNICAL ASSISTANCE TO THE BANGSAMORO GOVERNMENT IN THE PREPARATION OF MASTER PLANS, FEASIBILITY AND PRE-FEASIBILITY STUDIES OF BIG-TICKET PROJECTS IDENTIFIED IN THE BANGSAMORO DEVELOPMENT PLAN (BDP) 2020-2022 AS WELL AS ENHANCEMENT OF MULTI-YEAR INVESTMENT PROGRAMS has been referred to the Committee on Rules.

▶️PR No. 464, entitled: ENCOURAGING LOCAL GOVERNMENT UNITS IN THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO TO PROVIDE A SECTORAL SEAT FOR SETTLER COMMUNITIES IN EVERY LOCAL GOVERNMENT UNIT PARTICULARY WHERE THERE ARE SIGNIFICANT NUMBER OF SETTLERS has been referred to the Committee on Local Government.

☑️The following bills have undergone second reading where each respective Principal Author delivered their sponsorship speeches:

♉️BTA-Parliament Bill No. 40, entitled: AN ACT TO RECOGNIZE, RESPECT, PROTECT, PROMOTE, AND SUPPORT THE RIGHTS OF THE INDIGENOUS PEOPLES, CREATING THE MINISTRY OF INDIGENOUS PEOPLES AFFAIRS, ESTABLISHING THE IMPLEMENTING MECHANISMS, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES, Principal Author MP Romeo C. Saliga has been referred to the Committee on Indigenous Peoples Affair. Some MPs also signified their interest as co-author.

♉️BTA-Parliament Bill No. 51, entitled: AN ACT UPGRADING THE EXISTING DATU BLAH SINSUAT DISTRICT HOSPITAL IN MAGUINDANAO FROM ITS PRESENT LEVEL I WITH A 10 BED CAPACITY INTO LEVEL II WITH AN AUTHORIZED 50 BED CAPACITY AND APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES, Principal Author MP Dr. Zul Qarneyn M. Abas has been referred to Committee on Health and Finance for appropriation.

♉️BTA-Parliament Bill No. 107, entitled: AN ACT CREATING THE BANGSAMORO IRRIGATION COORDINATING OFFICE, DEFINING ITS POWERS AND FUNCTIONS, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES, Principal Author MP Baintan Adil-Ampatuan has been referred to Committee on Agriculture, Fishery and Reform, and Committee on Finance.

♉️BTA-Parliament Bill No. 108, entitled: AN ACT OPERATIONALIZING THE BANGSAMORO GAZETTE, APPROPRIATING FUNDS THEREFORE, AND FOR OTHER PURPOSES, Principal Author MP Rasol Y. Mitmug, Jr. has been referred to Committee on Rules.

♉️BTA-Parliament Bill No. 111, entitled: AN ACT CONSTRUCTING AND ESTABLISHING THE BULDON MUNICIPAL HOSPITAL AT THE MUNICIPALITY OF BULDON, MAGUINDANO PROVINCE, BARMM AND APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES, Principal Author MP Zul Qarneyn M. Abas has been referred to Committee on Health and Committee on Finance.

♉️BTA-Parliament Bill No. 113, entitled: AN ACT ESTABLISHING A REGIONWIDE GEO-TAGGING SYSTEM FOR INFRASTRUCTURE PROJECTS IN THE BANGSAMORO AUTONOMOUS REGION AND APPROPRIATING FUNDS THEREFOR, Principal Author MP Don Mustapha A. Loong has been referred to Committee on Public Works and Committee on Finance.

☑️Proposed Resolution No. 451, entitled: A RESOLUTION REQUESTING THE DEPARTMENT OF BUDGET AND MANAGEMENT (DBM) TO APPRISE THE BANGSAMORO GOVERNMENT ON THE EFFECT OF THE MANDANAS RULING ON THE INTERNAL REVENUE ALLOTMENT (IRA) OF THE LOCAL GOVERNMENT UNITS (LGUS) IN BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO (BARMM) has been treated as simple resolutions and deferred until tomorrow since every member of the BTA Parliament shall be provided a copy of the Mandanas Ruling.

☑️The deliberation for COMMITTEE REPORT NO. 62 submitted by Committee on Health RE: Proposed Resolution No. 324, entitled: RESOLUTION DIRECTING THE COMMITTEE ON HEALTH TO CONDUCT AN INQUIRY, IN AID OF LEGISLATION, IN THE ALARMING INCREASE OF COVID-19 CASES AMONG FRONTLINERS AT THE DATU HALUN SAKILAN MEMORIAL HOSPITAL (DHSMH) WITH THE END VIEW OF CRAFTING IMMEDIATE AND LONG-TERM MEASURES TO PREVENT OR MITIGATE THE OCCURRENCE OF SIMILAR INCIDENTS, Principal Author MP Atty. Maisara Cudia Dandamun-Latiph has been deferred until tomorrow since the Chairman of the Committee on Health was absent.

☑️OTHER MATTERS

▶️MP Latiph put into motion that every statutory and parliamentary committee must be required to submit a status report of the pending legislations before them.

▶️MP Latiph also manifested that the Chairman for those Committee yet to be organized must be elected or appointed by the proper authority.
