Highlights:

☑️Two bills seeking to upgrade the existing Datu Halun Sakilan Memorial Hospital in Tawi-Tawi from its present level 1 to level 2 were presented on its first stage, BTA-Parliament Bill No. 100 and BTA-Parliament Bill No. 103.

☑️The plenary discussed PR No. 361 or a Resolution Encouraging all Newly Appointed Employees to take their respective oath of moral governance before the Office of the Wali.

☑️The following resolutions were also discussed in relation to Islamic Education, and Islamic Law. PR No. 425 or a Resolution Urging the Bangsamoro Government to Establish an International Islamic University in the BARMM, as well as PRs No. 427 which directs the Bangsamoro Darul-Ifta’ to issue a fatwa on what constitutes as halal conduct of public officials and employees, as well as PR 436 directing the Bangsamoro Darul-Ifta’ to organize an adhoc committee to institutionalize zakat collection, management, and disbursement in the BARMM.

☑️In relation to Parliamentary Rules, Procedures, and Practices, there was discussion as to whether Members of Parliament attending via zoom and who were principal authors of legislation pending before the plenary could defend their proposed measure. It was agreed that they could do so but a co-author who is personally attending the session should also defend the measure.

☑️Before the adjournment of the session, MP Maisara Latiph made a manifestation raising the concerns of contractual employees whose contract of employment were about to expire by the end of June 2021. She cited the importance of having an immediate measure in the form of a resolution which would extend their term as otherwise, it would cause a vacuum in government services within the Bangsamoro Government and impede the delivery of its services. She specifically cited MAFAR and MENRE as agencies which would suffer from this vacuum. This arose from a manifestation from MAFAR municipal officers. Such manifestation is to be submitted to the Secretary-General for action. MP Maisara Latiph has prepared a resolution to address the matter.
