✅Deputy Chief Minister Ali Solaiman led the invocation.

✅During the roll call, out of 80 Members of the Parliament (MP), 45 were physically present in the plenary hall.

✅Period of amendments and interpellation on the Proposed Resolution No. 240 entitled: RESOLUTION AMENDING SECTION 2, RULE VIII AND SECTION 4, RULE XIII OF BANGSAMORO PARLIAMENT RESOLUTION NO. 6, OTHERWISE KNOWN AS THE PARLIAMENTARY RULES, PROCEDURES, AND PRACTICES OF THE BANGSAMORO TRANSITION AUTHORITY OF THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO, TO ALLOW THE CONDUCT OF PLENARY SESSIONS AND COMMITTEE HEARINGS THROUGH TELECONFERENCING, VIDEO CONFERENCE OR OTHER RELIABLE FORMS OF REMOTE OR ELECTRONIC MEANS, Introduced by MP Amilbahar S. Mawalil

✅MP Atty. Raissa H. Jajurie made a motion to withdraw her Proposed Resolution No. 242 entitled: RESOLUTION ALLOWING THE USE OF TELECONFERENCING AND OTHER RELIABLE FORMS OF ELECTRONIC MEANS IN CONDUCTING PLENARY SESSIONS AND COMMITTEE MEETINGS OR HEARINGS IN THE BANGSAMORO PARLIAMENT, HEREBY AMENDING RULE VI, SECTION 5 AND RULE VIII, SECTION 2 OF THE BTA PARLIAMENT RULES, PROCEDURES ANDS PRACTICES, and manifested to join the Proposed Resolution No. 240.

✅MP Atty. Raissa H. Jajurie introduced amendments to the Proposed Resolution No. 240.

✅MPs manifested and some objected the use of teleconferencing by other MPs who cannot attend  the Plenary Session physically.

✅Other MPs manifested the use of teleconferencing as follows:

1.To provide extra-ordinary time in an extra-ordinary situation, and extra-ordinary measures to accommodate the colleagues who cannot attend physically in light of COVID-19 pandemic;

  1. For attendance purposes, to participate in the parliament deliberation, and to give voting power; and
  2. The pandemic situated other MPs in the position to explore other means to be able to participate in the plenary and so continue doing their job.

✅Participation through video conferencing is suspended today as there are still no guidelines on the video teleconferencing participation.

✅Participation through the teleconference platform shall be deemed present for decorum and deliberation in the casting of votes.

✅Determine the list of MPs who will be allowed to be physically present and can be accommodated in the plenary hall to abide by the guidelines of IATF-National, which limit 50% capacity inside the hall. Note that the Philippines Senate allows teleconferencing in fulfilling their mandate in light of the pandemic.

✅Approved and adopted Proposed Resolution No. 240 including its amendments.

✅The Proposed Resolution No. 241 entitled: RESOLUTION COMMENDING ALL FRONTLINERS IN THE BANGSAMORO REGION FOR THEIR ALTRUISTIC SERVICES IN THE FIGHT AGAINST COVID-19, and Proposed Resolution No. 223 entitled: RESOLUTION RECOGNIZING AND HONORING THE HEROSIM, BRAVERY AND DEDICATION OF ALL THE BANGSAMORO FRONTLINERS IN BATTLING COVID-19 PANDEMIC were consolidated since both expressed commendation for the frontliners.

✅The new title for the consolidated resolution: RESOLUTION COMMENDING ALL FRONTLINERS IN THE BANGSAMORO REGION FOR THEIR HEROISM, BRAVERY, DEDICATION, AND ALTRUISTIC SERVICES IN THE FIGHT AGAINST COVID-19.

✅Some MPs proposed amendment to the consolidated resolution and MP Tago proposed to give incentives to the frontliners for doing their job well.

✅Live broadcasting ended at around 4:30pm.
