📌HIGHLIGHTS of the BTA Parliament Session on July 23, 2020

☑️The session commenced at around 2:00PM followed by the invocation, singing of National Anthem and the Bangsamoro Hymn.

☑️During the roll call, out of 80 Members of the Parliament (MPs), 42 were physically present in the plenary hall and 9 MPs responded through teleconferencing with a total of 51 MPs present.

☑️The order of business was amended to include the Proposed Resolution No. 266 and Committee Report No. 29, which was approved by the parliament.

RESOLUTIONS, MESSAGES, PETITIONS, MEMORIALS AND COMMUNICATIONS:

☑️The Proposed Resolution No. 268, entitled: “Expressing Sympathy and Most Sincere Condolences of the Bangsamoro Transition Authority on the Demise Fr. Teresito ‘Chito’ Suganob Vicar-General of the Prelature of Marawi,” authored by MP Ziaur-Rahman Alonto Adiong, MP Susana S. Anayatin, MP Mussolini S. Lidasan and MP Abdulraof A. Macacua, was treated as a simple resolution and transferred to the business of the day.

☑️Some MPs proposed an amendment to the said resolution and was amendable to the proponents.

☑️The Proposed Resolution No. 268 was approved and adopted as amended.

☑️The Proposed Resolution No. 266, entitled: “A Resolution Respectfully Requesting the Office of the Interim Chief Minister to Declare Marawi City as a Priority Area for Development in the Bangsamoro Autonomous Region in Muslim Mindanao,” authored by MP Paisalin P.D. Tago, was referred to Committee on Rules.

☑️Some MPs manifested their support to the Proposed Resolution No. 266.

◾PRIVILEGE HOUR

☑️MP Ziaur-Rahman Alonto Adiong and MP Bainon Caron delivered their privilege speeches to the parliament.

SECOND STAGE BILLS ARE AS FOLLOWS:

☑️One of the authors of the BTA-Cabinet Bill No. 58, MP Lanang T. Ali delivered his sponsorship speech.

☑️His speech is summed up into the following:

◾The MILG conducted a series of activities including the policy research data and information gathering, research and consultation to different stakeholders.

◾On July 15, 2019, the cabinet MILG launched the drafting of the Bangsamoro Local Government Code.

◾There were stakeholders’ consultations in the following provinces:

Lanao del Sur –23 August 2019

Maguindanao –22 August 2019

Basilan –29 August 2019

Sulu –30 August 2019

Tawi-tawi – 27 August 2019

Midsayap and Cotabato City

◾On 25 September 2019, MSSD and MBHTE were invited to lead a roundtable discussion.

◾On 5 October 2019, there was a legal expert consultation.

◾After the series of consultations and research, the Bangsamoro Local Government Code aimed at clarifying gray areas in the existing Local Government Code. It introduced new and enhanced provisions for a more responsive government code that shall cater to the needs of the Bangsamoro people toward attaining moral governance, transparency and accountability.

◾The Chief Minister and the Government of the Day are appealing to the august body for the immediate passage of this cabinet bill.

☑️Some MPs raised their clarifications and queries to the Cabinet Bill No. 58, but due to the wide scope of discussion considering, the Cabinet Bill No. 58 was referred to the Committee on Rules.

☑️The BTA-Cabinet Bill No. 58, entitled: “An Act Providing for the Bangsamoro Local Governance Code,” authored by the Government of the Day, was referred to the Committee on Rules.

☑️MP Aida Silongan, as the chair of the Cabinet Committee on the Bangsamoro Civil Service Code (CCBCSC), delivered her sponsorship speech. Her speech is summed up into the following:

◾By legislating this code, the intent is to provide an effective instrument for good governance and responsive policies on human resource administration on the Bangsamoro Government by maintaining and/or improving existing national CS rules, regulations and standards.

◾This bill is particularly seeking to provide a favorable policy environment.

◾This special provision among others is a humble gesture of our recognition of the contribution of our Mujahideen and Mujahidaat.

☑️The BTA-Cabinet Bill No. 59, entitled: “An Act Providing for the Bangsamoro Civil Service Code of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM),” authored by the Government of the Day, was referred to the Committee on Rules.

☑️One of the authors of the BTA-Cabinet Bill No. 60, MP Lanang T. Ali delivered his sponsorship speech. His speech is summed up into the following:

◾This proposed Bangsamoro Administrative Code seeks to effectively replace and supersede the enhanced transition plan by restructuring the Bangsamoro Ministries and officially establishing the various offices and agencies of the Bangsamoro Government.

◾In the process of drafting this code, the objective was never to aim for a perfect and completely new code. Instead, there is an underlying acknowledgement that continuity in certain aspects of administration is inevitable.

☑️The BTA-Cabinet Bill No. 60, entitled: “An Act Providing for the Bangsamoro Administrative Code and for other related purposes,” authored by the Government of the Day was referred to the Committee on Rules.

COMMITTEE REPORTS ARE AS FOLLOWS:

☑️The Committee Report No. 29 submitted by the Special Committee on Marawi on July 23, 2020, RE: Proposed Resolutions Nos. 57,153 and 176, was approved and adopted by the parliament.

☑️The period of debate and interpellation on the Committee Report No. 29 was opened and then some MPs moved to close the debate while the period of amendments was dispensed.

☑️The BTA Parliament live broadcast was ended at around 4:50PM and will resume  the next month.
