📌HIGHLIGHTS of the BTA Parliament Session on July 21, 2020

 

☑️The session began at around 2:00PM followed by the invocation, and singing of National Anthem and the Bangsamoro Hymn.

☑️Out of the roll call for 80 members of the parliament, 55 physically responded in the plenary hall and 8 MPs were present through teleconferencing with a total of 63 MPs present.

RESOLUTIONS, MESSAGES, PETITIONS, MEMORIALS AND COMMUNICATIONS:

☑️There is an amendment to the Order of Business and that is to include the discussion on Committee on Accounts, which was approved and adopted by the parliament.

☑️The Proposed Resolution No. 232, entitled: A RESOLUTION DECLARING ALL MASAJID AT THE GROUND ZERO OF THE ISLAMIC CITY OF MARAWI AS BANGSAMORO CULTURAL HERITAGE SITE AND APPROPRIATING FUNDS FOR THE CONSERVATION, PRESERVATION, RESTORATION, REHABILITATION, REPAIR, REBUILDING, AND RECONSTRUCTION OF MASAJID IN THE GROUND ZERO OF THE ISLAMIC CITY OF MARAWI, authored by MP Atty. Maisara Cudia Dandamun-Latiph. (Unheard publicly due to the live broadcast technical problem)

☑️The Proposed Resolution No. 233, entitled: RESOLUTION DIRECTING THE APPROPRIATE MINISTRY TO ENSURE THAT ALL CITIES AND THE MUNICIPALITIES WITHIN THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO ARE EQUIPPED WITH QUARANTINE FACILITIES BY COORDINATING WITH THE CONSTITUENT LOCAL GOVERNMENT UNITS TAKING INTO CONSIDERATION THE PROBABLE IMPACT OF THE BALIK PROBINSYA PROGRAM, authored by MP Atty. ☑️The Proposed Resolution No. 238, entitled: RESOLUTION REQUESTING TO PROVIDE POINT-TO-POINT (P2P) TRANSPORT FOR BARMM EMPLOYEES WORKING IN BARMM DURING CORONA VIRUS DISEASE 2019 (COVID-19), authored by MP Punduma B. Sani. (Unheard publicly due to the live broadcast technical problem)

 

☑️The Proposed Resolution No. 243, entitled: A RESOLUTION REQUESTING THE MINISTRY AND TECHNICAL EDUCATION TO EXTEND THE GRACE PERIOD GIVEN TO TEACHERS UNDER PROVISIONAL APPOINTMENT TO COMPLY WITH THE CIVIL SERVICE ELIGIBILITY REQUIREMENT, authored by MP Dr. Safrulla M. ☑️The Proposed Resolution No. 249, entitled: RESOLUTION EXPRESSING THE SENSE OF THE BANGSAMORO PARLIAMENT THAT THE ESTABLISHMENT OF A QUARANTINE FACILITY IN LANAO DEL SUR AND THE GIVING OF ASSISTANCE TO APPROPRIATE MEDICAL HOSPITAL IN THE SAME PROVINCE FOR ACCREDITATION AS COVID-19 (PCR) TESTING CENTER IS URGENT, authored by MP Atty. ☑️The Proposed Resolution No. 253, entitled: A RESOLUTION RECOMMENDING TO THE MINISTRY OF HEALTH (MOH-BARMM) TO OPERATIONALIZE IRANON DISTRICT HOSPITAL IN THE MUNICIPALITY OF PARANG, PROVINCE OF MAGUINDANAO, authored by MP Atty. Ubaida C. Pacasem, and MP Arch’t Eduard U. Guerra, was referred to the Committee on Health and Committee on Budget and Finance.

☑️The Proposed Resolution No. 258, entitled: RESOLUTION CALLING ALL CONCERNED MINISTRIES AND OFFICES IN THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO (BARMM) TO PROVIDE INTEGRATED AND SUSTAINABLE PROGRAMS AND PROJECTS FOR REBEL RETURNEES FOR THEM TO BECOME PRODUCTIVE CITIZENS OF THE SOCIETY, authored by MP Dr. Susana S. Anayatin, was referred to the Committee on Public Order and Safety.

☑️The Proposed Resolution No. 260, entitled: URGENTLY DIRECTING MINISTER MOHAGHER IQBAL, MINISTRY OF BASIC, HIGHER AND TECHNICAL EDUCATION TO RENDER AN ASSESSMENT OR REPORT ON THE IMPACT OF COVID-19 PANDEMIC ON THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO (BARMM) PUBLIC AND PRIVATE SCHOOLS AND HIGHER EDUCATIONAL INSTITUTIONS AND PRESENT TO THE BTA ITS LEARNING CONTINUITY PLAN TOWARDS THE SHIFT TO A NEW NORMAL THIS SCHOOL YEAR 2020-2021,  authored by MP Atty. Maisara Cudia Dandamun-Latiph.

☑️The Proposed Resolution No. 260 was treated as a simple resolution and referred to as business of the day.

☑️The Proposed Resolution No. 261, entitled: RESOLUTION EXPRESSING THE SENSE OF THE BANGSAMORO PARLIAMENT THAT THE ROLE OF THE MINISTRY OF PUBLIC ORDER AND SAFETY IN RIDO SETTLEMENT IS ESSENTIAL AND MUST BE STRENGTHENED BY INCREASING ITS BUDGET ALLOCATION THUS MAXIMIZING ITS CAPACITY TO LAY DOWN THE FOUNDATIONS THAT WILL ENHANCE PEACE AND ORDER IN THE BANGSAMORO REGION, authored by Atty. Maisara Cudia Dandamun-Latiph, was referred to Committee on Public Order and Safety and Committee on Budget and Finance.

☑️The Proposed Resolution No. 263, entitled: CALLING THE OFFICE OF THE CHIEF MINISTER (OCM) AND THE MINISTRY OF HEALTH (MOH) TO PROVIDE ADDITIONAL INCENTIVES TO THE BANGSAMORO HEALTH WORKERS DURING THE PANDEMIC PERIOD, authored by MP Baintan Adil-Ampatuan and MP Amilbahar S. Mawalil, was referred to Committee on Health and Committee on Budget and Finance.

UNFINISHED BUSINESS ARE AS FOLLOWS:

☑️The Proposed Resolution No. 173, entitled: RESOLUTION URGING THE MINISTRY OF LABOR AND EMPLOYMENT TO ESTABLISH A DATA BANKING SYSTEM OF ALL BANGSAMORO MIGRANT OVERSEAS WORKERS AND ADOPT A WELL-ORGANIZED REPOSITORY OF INFORMATION RETRIEVAL THAT SHALL SERVE AS A COORDINATING MECHANISM WITH CONCERNED NATIONAL AND REGIONAL OFFICES, NON-GOVERNMENT AND PRIVATE SECTORS FOR THE EFFECTIVE GATHERING OF SIGNIFICANT INFORMATION, authored by Bai Maleiha B. Candao, was again opened for the period of debate and interpellation. The Parliamentary Status of this resolution is in the period of interpellation and debate (Committee Report No. 19 was adopted on February 20, 2020)

☑️Some MPs raised their questions and clarifications to the Proposed Resolution No. 173.

☑️MPs who have proposed amendments to the said bill were directed to write and submit it to the secretariat for review and approval of the proponent.

☑️The Proposed Resolution No. 173 was deferred for the period of amendments and will be tackled in the next session.

☑️The Proposed Resolution No. 260, entitled: URGENTLY DIRECTING MINISTER MOHAGHER IQBAL, MINISTRY OF BASIC, HIGHER AND TECHNICAL EDUCATION TO RENDER AN ASSESSMENT OR REPORT ON THE IMPACT OF COVID-19 PANDEMIC ON THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO (BARMM) PUBLIC AND PRIVATE SCHOOLS AND HIGHER EDUCATIONAL INSTITUTIONS AND PRESENT TO THE BTA ITS LEARNING CONTINUITY PLAN TOWARDS THE SHIFT TO A NEW NORMAL THIS SCHOOL YEAR 2020-2021,  authored by MP Atty. Maisara Cudia Dandamun-Latiph, was approved, adopted and subject to style.

☑️The discussion on the constitution on the Committee on Accounts was deferred and included in the unfinished business in tomorrow’s session.

☑️The BTA Parliament Session was adjourned at around 4:30PM and will resume next day at 1:00PM.
