📌HIGHLIGHTS of the BTA Parliament Session on July 14, 2020

☑️The session commenced with an Invocation followed by the singing of the Philippine national anthem and the Bangsamoro Hymn.

☑️During the roll call, out of 80 Members of the Parliament (MP), 46 were physically present in the plenary hall and 7 were present through teleconferencing with a total of 53 MPs present.

RESOLUTIONS, MESSAGES, PETITIONS, MEMORIALS AND COMMUNICATIONS:

☑️The Proposed Resolution No. 202, entitled: RESOLUTION URGING THE BANGSAMORO TRANSITION AUTHORITY PARLIAMENT TO MANDATE THE FULL CONTROL OF OR MAXIMUM PARTICIPATION IN AL-AMANAH ISLAMIC INVESTMENT BANK, authored by MP Eduard Uy Guerra and MP Datu Mussolini Sinsuat Lidasan was referred to the Committee on Rules.

☑️The Proposed Resolution No. 220, entitled: RESOLUTION URGING ALL MINISTRIES, BUREAUS, OFFICES AND LOCAL GOVERNMENT UNITS TO ADOPT AND INTEGRATE VALUES RESTORATION PROGRAM AND PROVIDE COMPREHENSIVE IMPLEMENTATION MECHANISM FOR THE REALIZATION OF MORAL GOVERNANCE IN THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO (BARMM), authored by MP Aida M. Silongan was referred to the Committee on Rules.

☑️The Proposed Resolution No. 228, entitled: A RESOLUTION CALLING FOR THE BANGSAMORO GOVERNMENT TO STRENGTHEN INTERNET CONNECTIVITY IN THE REGION, SECURE SAFE, AFFORDABLE AND FASTER ONLINE ACCESS AND PROVIDE FREE WI-FI OR INTERNET TO THE ENTIRE BANGSAMORO AREA, IN LINE WITH THE “NEW NORMAL” POLICIES THAT CALL FOR AN INCREASING DEMAND FOR INTERNET SERVICES DUE TO THE COVID-19 GLOBAL PANDEMIC, authored by MP Diamila Disimban-Ramos was referred to the Committee on Transportation and Communication.

☑️The Proposed Resolution No. 248, entitled: RESOLUTION URGING THE 18TH CONGRESS OF THE PHILIPPINES TO PRIORITIZE THE IMMEDIATE PASSAGE OF HOUSE BILL NO. 6413, ENTITLED: AN ACT DIVIDING THE PROVINCE OF MAGUINDANAO INTO TWO (2) PROVINCES, NAMELY: NORTHERN MAGUINDANAO AND SOUTHERN MAGUINDANAO, authored by MPs Datu Mussolini S. Lidasan, Tocao O. Mastura, CPA and Atty. Lanang T. Ali, Jr. was treated as simple resolution and referred to as business of the day.

☑️The Proposed Resolution No. 250, entitled: A RESOLUTION AUTHORIZING THE MINISTRY OF PUBLIC ORDER AND SAFETY (MPOS) TO CONDUCT COMMUNITY-BASED ADVOCACY OR CAMPAIGN AGAINST HARMFUL AND/OR ILLEGAL PRACTICES, SUCH AS, THE USE OF ILLEGAL DRUGS, GAMBLING, COCKFIGHTING, DRINKING OF LIQOUR, AND SMOKING IN PUBLIC AND ENCLOSED BUILDINGS, ALLOWING IT TO UTILIZE A PORTION OF ITS AVAILABLE FUNDS THEREFOR, AND FOR OTHER PURPOSES,” introduced by MP Hussein P. Muñoz and was referred to the Committee on Public Order and Safety.

☑️The Proposed Resolution No. 259, entitled: A RESOLUTION CALLING ALL CONCERNED MINISTRIES AND OFFICES IN THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO (BARMM) TO PROVIDE NECESSARY AND SUSTAINABLE SERVICES AND ASSISTANCE TO ORPHANS AND WIDOWS OF WAR, authored by MP Dr. Susana S. Anayatin was referred to the Committee on Rules.

☑️The Proposed Resolution No. 262, entitled: A RESOLUTION REQUESTING DBM SECRETARY ATTY. WENDEL E. AVISADO FOR THE RELEASE OF THE NOTICE OF CASH ALLOCATION OF THE TWO (2) BILLION (PHP 2,000,000,000.00) PESOS UNPROGRAMMED FUND UNDER GENERAL APPROPRIATION ACT FOR FY 2019 FOR THE IMPLEMENTATION OF RA 11469 OTHERWISE KNOWN AS BAYANIHAN TO HEAL AS ONE ACT (IN BARMM) AND AS ANTI COVID19 PANDEMIC FUND AND AUTHORIZING THE CHIEF MINISTER THE IMPLEMENTATION THEREON, introduced by MP Rasul Enderez Ismael was referred to the Committee on Finance and Budget.

☑️BTA-Parliament Bill No. 47, entitled: AN ACT CREATING THE BARMM BUREAU OF QUARANTINE UNDER THE MINISTRY OF HEALTH AND ADOPTING THE POWERS AND FUNCTIONS OF THE NATIONAL BUREAU OF QUARANTINE UNDER REPUBLIC ACT NO. 9271 AND PROVIDING FUNDS THEREFOR, authored by MPs Dr. Zul Qarneyn M. Abas and Dr. Saffrullah M. Dipatuan. Some MPs manifested to be included as co-authors of the said bill.

☑️BTA-Parliament Bill No. 48, entitled: AN ACT CREATING THE BANGSAMORO DEVELOPMENT CORPORATION, DEFINING ITS POWERS AND FUNCTIONS, PROVIDING FUNDS THEREFOR, AND FOR OTHER PURPOSES, introduced by MP Eduard U. Guerra with some MPs including themselves as co-authors of the said bill.

☑️BTA-Parliament Bill No. 49, entitled: AN ACT CREATING THE ENERGY DEVELOPMENT CORPORATION OF THE BANGSAMORO (EDCB), DEFINING ITS POWERS AND FUNCTIONS, PROVIDING FUNDS THEREFOR, AND FOR OTHER PURPOSES, introduced by MP Eduard U. Guerra with some MPs including themselves as co-authors of the said bill.

☑️BTA-Parliament Bill No. 50, entitled: AN ACT ESTABLISHING THE BANGSAMORO TREASURY OFFICE, DEFINING ITS POWERS AND FUNCTIONS, APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES, authored by Baintan Adil-Ampatuan, CSEE and MP Atty. Suharto M. Ambolodto with other MPs manifesting to join  co-authors of the said bill.

☑️BTA-Parliament Bill No. 51, entitled: AN ACT UPGRADING THE EXISTING DATU BLAH SINSUAT DISTRICT HOSPITAL IN MAGUINDANAO FROM ITS PRESENT LEVEL I WITH A 10 -BED CAPACITY INTO LEVEL II WITH AN AUTHORIZED 50-BED CAPACITY AND APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES, authored by MP Dr. Zul Qarneyn M. Abas, MP Dr. Saffrullah M. Dipatuan and MP Atty. Ubaida C. Pacasem with other MPs manifesting their intention to become co-authors of the said bill.

☑️BTA-Parliament Bill No. 56, entitled: AN ACT CREATING THE OFFICE OF THE WALI OF THE BANGSAMORO, DEFINING ITS DUTIES, FUNCTIONS, AND RESPONSIBILITIES AND APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES, authored by MP Engr. Aida M. Silongan and MP Atty. Lanang Ali Jr with other MPs manifesting to be included as co-authors of the said bill.

SECOND STAGE OF BILLS:

☑️BTA-Parliament Bill No. 9, entitled: AN ACT CREATING THE BANGSAMORO REGIONAL COMMISSION ON POPULATION MANAGEMENT AND DEVELOPMENT, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES, authored by MP Ahod B. Ebrahim Al – Haj, MP Jose I. Lorena and MP Irene P. Tillah. This was referred to the Committee on Health.

☑️MP Zul Qarneyn Abas, as one of the co-authors of the BTA Bill No.9, delivered his sponsorship speech and points as follows:

  • Strengthening this institution will contribute greatly to the well-being of the Bangsamoro;
  • Family planning, responsible parenthood, adolescent, youth, reproductive, health and sustainable development are the core programs of the institutions and the important parts of any government; and,
  • Puts into consideration the well-being of the mother, children and all constituents, thus, it seeks to safeguard the well-being of the family.

☑️The BTA-Parliament Bill No. 36, entitled: AN ACT TO INSTITUTIONALIZE POLICIES FOR BANGSAMORO OVERSEAS EMPLOYMENT AND ESTABLISHING A STANDARD OF PROTECTION AND PROMOTION OF THE WELFARE OF OVERSEAS BANGSAMORO WORKERS AND THEIR FAMILIES, AND FOR OTHER PURPOSES, authored by MP Romeo K. Sema and was referred to the Committee on Labor and Employment

☑️MP Romeo K. Sema delivered his sponsorship speech which contains important points:

  • This bill provides protection to our fellow Bangsamoro who are vulnerable to abuses because they are working far away from their families.
  • This bill aims to strengthen and gives emphasis to the protection of the Bangsamoro who are working, living, staying abroad.
  • It also aims for Recruitment Regulation Act 2020, which provides more comprehensive and protection to the Overseas Bangsamoro Workers.

☑️The Committee on Rules and Government of the Day had the honor to report back to the Bangsamoro Transition Authority (BTA) Parliament, the Cabinet Bill No. 27 entitled “AN ACT PROMOTING THE DEVELOPMENT OF SPORTS IN THE BANGSAMORO AUTONOMOUS REGION, ESTABLISHING THE BANGSAMORO SPORTS COMMISSION, PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES.” Based on the outcome of the committee meeting on February 21, 2020 at BTA Executive Lounge, the honorable members have agreed and approved to substitute Cabinet Bill No. 27 with Committee Bill No. 52 entitled “AN ACT CREATING THE BANGSAMORO SPORTS COMMISSION, PROVIDING FUNDS THEREFOR, AND FOR OTHER PURPOSES” submitted by Hon. Atty. Maisara C. Damdamun-Latiph and Hon. Amilbahar S. Mawallil has been reviewed and refined by the committee.

☑️The Committee Report No. 23 was adopted during the session

☑️Period of interpellation and debate of the Committee Report No. 23 submitted by the Committee on Rules on July 13, 2020, RE: Committee Substitute Bill No. 52 entitled: AN ACT CREATING BANGSAMORO SPORTS COMMISSION, PROVIDING FOR ITS MANDATE, POWERS, AND FUNCTIONS, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES, introduced by MP Maisara Dandamun-Latiph.

☑️Other MPs manifested their support for the said bill including the co-authors while other MPs reserved their proposed amendments for the meantime.

☑️There were MPs who raised their questions during the debate or interpellation as folows:

  • Q: In the conceptualization of this bill, have we considered the development of community side of the sports development?
  • A: There are powerful provisions for this commission such as: formulate policy on sports; to coordinate and promote sports; exercise regulatory powers; have an organizational structure that will answer the needs of the constituents; and, Policy, Research and Development of Sports Division.
  • Q: In Sec. 5. Composition – Where is the representation of Lamitan and Marawi City?
  • A: There are typographical errors here, in Sec. 5. Paragraph (a), sub-paragraph (1) Province of Basilan shall include Lamitan City as well as the Province of Lanao del Sur shall include Marawi City.
  • Q: In Sec. 8. Disqualification – What is the wisdom of putting disqualifications and at the same time prohibitions?
  • A: The wisdom here is that national law can also be read into this provision meaning there is no harm putting it there, this is a reiteration of the principles in our Civil Service provisions, laws and regulations. As a civil servant, a reiteration is a reinforcement.
  • Q: In Sec. 11. No. 5 – What is the wisdom behind this, “Preparing the Bangsamoro Sports and Development Plan with the participation of relevant ministries, agencies, offices and other stakeholders.”
  • A: The wisdom of this is we want to have holistic, integrated Bangsamoro Sports Development Plan and the only way to do this is if you allow the participation of the ministries, agencies and other stakeholders. We could have a more holistic and more accurate picture of Sports should look like in the Bangsamoro more people are involved.
  • Q: Ilan ho ba ng nakalaan na budget sa Bill na ito?
  • A: We have the initial funding worth 9.5M
  • Q: Do the proponent of this bill foresee the cultural-sensitivity and religious-sensitivity in sports do the Bangsamoro Athletes will participate commission?

As long as it is under its mandate, it will promote its development and can coordinate with different agencies of the government. It is religious (sensitive) and falling under the realm.
