28 October 2020 – The Bangsamoro Administrative Code, officially designated as BTA-Cabinet Bill No. 60 has been approved by the Bangsamoro Parliament on its third and final reading following an exhaustive deliberation wherein several members introduced vital amendments for the bill’s enhancement. The members of the Parliament casted their respective votes viva voce with 58 votes in favor and 0 negative votes and 0 abstention.
MP Atty. Maisara C. Dandamun-Latiph introduced several important amendments affecting Bangsamoro Foundation Day, Fiscal Autonomy of Bangsamoro Sports Commission, Non-Moro cultural identity, adding additional functions on human rights coordination for Bangsamoro Women Commission, strengthening Social Enterprise with greater functions and authority, establishment of Bureau of Special Education, and establishment and of Orphanage Institutions and its accreditation which were accepted by the proponents of the Cabinet Bill.
The session was conducted following an issuance from the Office of the Interim Chief Minister Ahod Ebrahim calling for a special session to fast track the approval of the bill having been previously certified as urgent.
This is a significant milestone for the Bangsamoro Transition Authority (BTA) as its accomplishment is among its priorities during the transition period as enshrined in Section 4, Article XVI of the R.A. No. 11054, otherwise known as the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao. The Bangsamoro Administrative Code lays down the basic structure, mandates, powers and functions and the systems and procedure by which the organization and operation of the Bangsamoro bureaucracy are to be based, including the personnel administration.
