BARMM officials undergo Public Financial Management course
To strengthen the Bangsamoro Government’s accountability and transparency in utilizing taxpayers’ money, the Ministry of Finance, and Budget and Management (MFBM) provided BARMM top management officials a Public Financial Management (PFM) course from March 6 to 8 held in this city.
Officers from national government agencies such as Department of Budget and Management (DBM), Department of Finance (DOF), and National Economic Development Authority (NEDA), among others, were the resource speakers during the three-day executive session, which was participated by ministers, directors, and other officials of BARMM.
DBM Secretary Wendel Avisado said the activity “aims to guide the BARMM officials to put in place a sound PFM system crucial for an effective economic governance and administrative performance by sharing experts’ knowledge and best practices.”
With the drastic negative impact of the Coronavirus disease (Covid-19) pandemic to the economy, Avisado noted that establishing a sound PFM system can make a big difference especially in the delivery of public goods and services.
“Understanding of the essential concepts and components of PFM and equip them (BARMM officials) with the necessary executive skills is crucial for effective and efficient pursuit of the region’s public sector goals,” Avisado said.
For instance, on Cash Budgeting System (CBS), Avisado said “we have to make adjustments in our planning, budgeting and execution processes by ensuring that the programs and projects to be budgeted are implementation-ready and can be completed within the fiscal year.”
Meanwhile, BARMM Chief Minister Ahod Ebrahim stressed that such capacity building effort is vital to adhere to the Bangsamoro Government’s vision as manifested in the Bangsamoro Development Plan 2020-2022.
“We are committed to pursue an intensified legality of government action and rationality in policy and decision-making with an evolving sense of responsibility, ensuring transparency and accountability, strengthening work commitment to achieve excellence, protecting the spirit of justice, and elevating integrity,” Ebrahim said.
“Through this Course, we will capacitate ourselves with necessary public finance technical knowledge to ensure that we are within the bounds of our mandate and authority as we go about ensuring that our work reaches the Bangsamoro in the ground. We need to ensure that public funds are spent accordingly,” he added.
Among the topics discussed by experts were: Staffing and Organization, Performance-Informed Budgeting (PIB) and Program Expenditure, Fundamentals of Public Financial Management Relative to Revenue Policies and Procedures, Principles of Taxation, and Fiscal Sustainability.
