Highlights:

☑️The plenary approved on second reading, the Bangsamoro Civil Service Code (BCSC)

☑️The proponents presented the list of amendments which they accepted with, or without revision. Throughout the presentation, various MPs manifested their specific concerns as to the accepted amendments. The Bangsamoro Civil Service Code was able to adopt and uniform, standard, and consistent format through the holistic amendments proposed by MP Baintan Ampatuan.

☑️During the discussion on Article 12 on giving preference to residents of localities in hiring for positions in the Bangsamoro Government, MP Latiph made a manifestation and submitted a conciliatory amendment which would make the provision more clear and would now read as giving preference to residents of a locality in the hiring for municipal, local, and provincial offices, however in hiring for regional officers, residents of the region would be preferred without distinction as to locality of residence.

☑️During the discussions on Madaris Asatidz, she pushed for inclusion on provisions as to their qualifications stating that the implementing agency could not create Implementing Rules and Regulations without reference to the mother law which is the Bangsamoro Civil Service Code. There are provisions on Madaris Asatidz in the Bangsamoro Civil Service Code which states that the CSC for BARMM will aid the MBHTE in implementing relevant provisions on Madaris Asatidz in the Bangsamoro Education Code.

☑️Her amendment on Shari’ah Bar Eligibility was accepted with revisions, and consolidated with the amendment of MP Atty. Ras Mitmug which provides for a more simplified provision. Shari’ah Counselors are now eligible for first-level and second-level positions without distinction as to when they passed the Shari’ah Bar exam. Shari’ah Bar passers shall be eligible for first level positions if they passed the Shari’ah Bar and do not have a college degree. Meanwhile Shari’ah Bar passers shall be eligible for second level positions if they passed the Shari’ah Bar and have a college degree.

☑️The plenary went into overtime to finish will all the proposed amendments, ending at 9PM in the evening so as to be able to pass the Bangsamoro Civil Service Code on second reading.
