MP MAISARA FILED A RESOLUTION TO LOOK INTO THE STATUS OF TORILS IN THE BARMM WITH THE END VIEW OF CRAFTING MEASURES TO STRENGTHEN OR CREATE APPROPRIATE PROGRAMS AND PROVIDING FUNDS THEREFOR

In the past years, Torils have built good partnership with Muslim parents in educating their children, especially those solo parents who cannot afford their children to send them to schools for formal education.

Toril is an institution where children morits (students) live within premises while being given informal instruction. Most of these morits are orphans and are being taught of reading and memorizing the Qur’an and the Islamic Principles, Torils are administered by volunteer Ustadhs or Ulama who offer their services for free.

Torils aim to go further in the approach to access to education in good conditions of schooling by providing better learning conditions for morits by installing facilities that would address the basic needs of the morits for a conducive education. However, they have insufficient funds to provide for these needed facilities.

The Office of MP Atty. Maisarah has conducted a series of public consultations with the Toril’s administrators, ulama, ustadhs, morits, parents, and other stakeholders. The ultimate outcome of the said public consultations are the following recommendations from the attendees: The need to build a comprehensive database of Toril in every province within Bangsamoro, the need to establish a program for the capacity-building and gradual accreditation of existing de facto orphanages and centers or Torils.
