March 18, 2022 | The Committee on Agriculture, Fisheries, and Agrarian Reform (CAFAR) and Committee on Finance, Budget and Management (CFBM) convened today to conduct a Joint Committee Meeting for the calendar year of 2022, held at the MAFAR Conference Hall and via Zoom teleconference.
Present are MP Mohammad S. Yacob, Chairman MP Archt. Eduard Uy. Guerra, MP Atty. Maisara C. Dandamun-Latiph and other members of the Committees.
The meeting highlights the discussion of the Deliberation of the Appropriation for the BTA Bill No. 81 Entitled, “AN ACT PRIORITIZING ESTABLISHMENT OF THE BANGSAMORO AGRICULTURE AND FISHERIES TRAINING INSTITUTE” and other matters.
The Proposed Bill aims to spearhead the planning, monitoring and implementation of the provision of training and other extension services to Bangsamoro farmers and fisherfolks. The provision of training shall be publicly funded and shall include the training of State Universities and Colleges and Local Government Unit to assist them in providing technical assistance, and research, development of Training Modules and Information, Education and Communication (IEC) materials. The principal author of this bill is MP Mohammad S. Yacob.
MP Maisara raised a clarificatory on the motion regarding the fund “why would they charge the initial funding from the MAFAR budget for 2022 when in fact those are already budgeted and there are already items there that was already appropriated so, I don’t think that would be possible.”
MP Maisara then proposed a motion that if the committee may be able to recommend to the budget and management to fund this from the black grant that is in the form of the savings or the contingency fund of the chief minister, not from the MAFAR funding.
