📌HIGHLIGHTS of the BTA Parliament Session on July 22, 2020
☑️The session commenced at around 2:00PM followed by the invocation, singing of National Anthem and the Bangsamoro Hymn.
☑️During the roll call, out of 80 members of the parliament, 45 were physically present in the plenary hall and 15 MPs responded through teleconferencing with a total of 60 MPs present.
☑️The order of business was amended to include the Chief Minister’s Hour.
☑️The Interim Chief Minister Ahod Murad Ebrahim, Al hadj delivered his speech in the Chief Minister’s Hour and reported to the august body the updates and status of our Bangsamoro region in dealing with the Coronavirus Disease (CoViD-19) as monitored by the Bangsamoro Inter-Agency Task Force (BIATF). He also included in his talk the submission of the three priority legislations such as the: Bangsamoro Administrative Code, Bangsamoro Local Governance Code and Bangsamoro Civil Service Code.
☑️ICM’s speech summed up the following numbers:
☑️Currently, BARMM has 407 confirmed cases of CoViD-19, 273 of which are active cases, with 126 recoveries, and 8 deaths. 36 of our confirmed cases are recorded in Maguindanao, 165 in Lanao del Sur and Marawi City, 75 in Basilan and Lamitan City, 10 in Sulu, and 1 in Tawi-tawi.
◾The Locally Stranded Individuals (LSIs) bound for Basilan, Sulu, and Tawi-tawi are currently quarantined in our isolation facilities in Sultan Kudarat, Maguindanao. Out of the 405 swab tests taken from this group of LSIs, 120 turned out to be positive.
☑️The significant increase (CoViD-19) can be associated with the arrival of the LSIs and Returning Overseas Filipinos (ROFs) in the region considering that of the 403 confirmed cases, 328 (81%) are LSIs, 21 (5%) are ROFs, and 58 (14%) are local cases.
☑️As of 16 July 2020, the region has already facilitated a total of 15,184 LSIs, ROFS, including returnees from Sabah thus already reaching the maximum capacity. In view of this, the ICM will build additional isolation facilities.
☑️He reiterated that these latest cases of CoViD-19 in the Bangsamoro region may serve as a reminder to everyone that the battle against this virus is far from over.
☑️He said that the BARMM must also continue their work in completing what is expected during the transition period.
☑️Continuing the recruitment and hiring process that was seriously hampered by the CoViD-19 pandemic. It can be recalled that the Bangsamoro Job Portal received 295,658 applications for the 4,088 jobs posted in the portal, which means that for every position posted, we receive an average of 72 applications.
☑️ICM reported to the august body that the following are the transmitted priority codes: The Administrative Code, The Civil Service Code, and The Local Government Code.
These codes were carefully drafted by the cabinet, and it has undergone several deliberations, consultations, and sessions with experts.
☑️Other MPs manifested their observations and clarifications while other MPs expressed their support to the Bangsamoro Chief Minister.
RESOLUTIONS, MESSAGES, PETITIONS, MEMORIALS AND COMMUNICATIONS:
☑️The Proposed Resolution No. 211, entitled: A RESOLUTION RESPECTFULLY REQUESTING THE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES HIS EXCELLENCY MAYOR RODRIGO ROA DUTERTE TO ISSUE A PRESIDENTIAL PROCLAMATION EXCLUDING FROM THE OPERATION OF PRESIDENTIAL PROCLAMATION NO. 453 PORTIONS OF THE LAND EMBRACED THEREIN THAT ARE CLAIMED, OWNED AND POSSESSED BY LEGITIMATE AND BONAFIDE OWNERS DECLARING THE SAME OPEN TO DISPOSITION UNDER THE PROVISIONS OF THE PUBLIC LAND ACT, authored by MP Paisalin P. Tago, was referred to Committee on Environment and Natural Resources.

☑️The BTA-Cabinet Bill No. 59, entitled: AN ACT PROVIDING FOR THE BANGSAMORO CIVIL SERVICE CODE OF THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO (BARMM), authored by the Government of the Day, was read by the secretary general and based on the rules it is a cabinet bill.
☑️The BTA-Cabinet Bill No. 60, entitled: AN ACT PROVIDING FOR THE BANGSAMORO ADMINISTRATIVE CODE AND FOR OTHER RELATED PURPOSES, authored by the Government of the Day, was read by the secretary general and based on the rules it is a cabinet bill.
UNFINISHED BUSINESSES ARE AS FOLLOWS:
☑️The Proposed Resolution No. 173, entitled: RESOLUTION URGING THE MINISTRY OF LABOR AND EMPLOYMENT TO ESTABLISH A DATA BANKING SYSTEM OF ALL BANGSAMORO MIGRANT OVERSEAS WORKERS AND ADOPT A WELL-ORGANIZED REPOSITORY OF INFORMATION RETRIEVAL THAT SHALL SERVE AS A COORDINATING MECHANISM WITH CONCERNED NATIONAL AND REGIONAL OFFICES, NON-GOVERNMENT AND PRIVATE SECTORS FOR THE EFFECTIVE GATHERING OF SIGNIFICANT INFORMATION, authored by Bai Maleiha B. Candao, was opened for the period of amendments. The Parliamentary Status of this resolution is in the period of amendments (Committee Report No. 19 was adopted on February 20, 2020, deferred on July 21, 2020)

☑️The Proposed Resolution No. 248, entitled: RESOLUTION URGING THE 18TH CONGRESS OF THE PHILIPPINES TO PRIORITIZE THE IMMEDIATE PASSAGE OF HOUSE BILL NO. 6413, ENTITLED: AN ACT DIVIDING THE PROVINCE OF MAGUINDANAO INTO TWO (2) PROVINCES, NAMELY: NORTHERN MAGUINDANAO AND SOUTHERN MAGUINDANAO, authored by MPs Datu Mussolini S. Lidasan, Tocao O. Mastura, CPA and Atty. Lanang T. Ali, Jr., was again opened for interpellation and debate. The Parliamentary Status of this Proposed Resolution is on the Period of Interpellation and Debate (Deferred on July 16, 2020).

☑️Some MPs proposed their amendments to the title of the Proposed Resolution No. 248 as follows:
☑️RESOLUTION URGING THE (18TH CONGRESS) (Change to SENATE) OF THE PHILIPPINES TO PRIORITIZE THE IMMEDIATE PASSAGE OF HOUSE BILL NO. 6413, ENTITLED: AN ACT DIVIDING THE PROVINCE OF MAGUINDANAO INTO TWO (2) PROVINCES, NAMELY: NORTHERN MAGUINDANAO AND SOUTHERN MAGUINDANAO, was amendable to the proponent.
☑️The Proposed Resolution No. 248 was unanimously approved and adopted as amended by the parliament.
☑️The parliament named the members of the committee on accounts and was moved to adopt the constitution of the said committee.
☑️The BTA Parliament Session ended at around 5:00PM and will resume the next day at 1:00 PM.
