📌HIGHLIGHTS of the BTA Parliament Session on July 16, 2020
☑️The session started at around 2:00PM followed by the invocation, singing of National Anthem and the Bangsamoro Hymn.
☑️Out of the basis of the roll call from 80 members of the parliament, 48 physically responded in the plenary hall and 8 responded through teleconferencing with a total of 56 MPs present.
☑️RESOLUTIONS, MESSAGES, PETITIONS, MEMORIALS AND COMMUNICATIONS:
The Proposed Resolution No. 193, entitled: A RESOLUTION CALLING FOR THE APPROPRIATE GOVERNMENT AGENCIES TO EXPEDITE THE PROCESS OF CONVERSION OF THE COTABATO CITY STATE POLYTECHNIC COLLEGE INTO A STATE UNIVERSITY, authored by MP Susana S. ☑️The Proposed Resolution No. 230 and the Proposed Resolution No. 231 were moved to be consolidated and referred to the two committees which are the Committee on Social Services and Development and Committee on Local Government.

☑️The BTA-Parliament Bill No. 52, entitled: AN ACT CREATING THE BANGSAMORO SPORTS COMMISSION, PROVIDING FOR ITS MANDATE, POWERS, AND FUNCTIONS, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES, authored by all members of the Committee on Rules and the Committee on Finance, Budget and the Management MPs, was continued on its period of amendments.
☑️Some MPs proposed particular amendments that were adopted and some were declined.
☑️MPs introduced their proposed amendments, to wit:
◾Paragraph (a) of Section 4. Mandate. —The BSC shall formulate policy, promote, regulate, coordinate, and implement programs for sports. It shall also provide for system, support and assistance in the development of sports (Should Add: as a policy, make sure that sports is tool for peace and transitional justice), which was approved and adopted by the parliament.
◾Item (9) of Section 11. Powers and Functions of the BSC. To formulate policy on sports by (Should Add: making sports as a tool for peace and transitional justice), which was approved and adopted.
☑️The BTA-Parliament Bill No. 52 was deferred in consideration and referred back to Committee on Rules.
☑️The Proposed Resolution No. 173, entitled: RESOLUTION URGING THE MINISTRY OF LABOR AND EMPLOYMENT TO ESTABLISH A DATA BANKING SYSTEM OF ALL BANGSAMORO MIGRANT OVERSEAS WORKERS AND ADOPT A WELL-ORGANIZED REPOSITORY OF INFORMATION RETRIEVAL THAT SHALL SERVE AS A COORDINATING MECHANISM WITH CONCERNED NATIONAL AND REGIONAL OFFICES, NON-GOVERNMENT AND PRIVATE SECTORS FOR THE EFFECTIVE GATHERING OF SIGNIFICANT INFORMATION,” authored by MP Bai Maleiha B. Candao, was deferred in consideration due to the absence of the proponent. The Parliamentary Status of this Proposed Resolution is on the Period of Interpellation and Debate (Committee Report No. 19 was adopted on February 20, 2020).
☑️The Proposed Resolution No. 170, entitled: A RESOLUTION CALLING FOR THE BANGSAMORO GOVERNMENT TO GIVE ATTENTION TO THE PLIGHT OF BANGSAMORO DOMESTIC WORKERS AND ESTABLISH SUITABLE PROGRAMS TO SERVE AS ALTERNATIVE ECONOMIC OPPORTUNITIES FOR BANGSAMORO WOMEN WHO SEEK OVERSEAS EMPLOYMENT AS DOMESTIC WORKERS, authored by MP Diamila Disimban-Ramos, was deferred in consideration. The Parliamentary Status of this Resolution is on the Period of Interpellation and Debate (Committee Report No. 20 was adopted on February 20, 2020).
☑️The Proposed Resolution No. 245, entitled: RESOLUTION REQUESTING THE CHIEF MINISTER TO BRING TO THE ATTENTION OF THE PRESIDENT, REPUBLIC OF THE PHILIPPINES, THE SECURITY CONCERNS INVOLVING THE SERIES OF KILLINGS OF MOROS IN THE BANGSAMORO COMMUNITIES OUTSIDE BARMM PARTICULARLY IN THE MUNICIPALITIES OF POLOMOLOK AND TUPI, SOUTH COTABATO, authored by MP Engr. Aida Silongan and MP Mohagher Iqbal, was adopted and moved to subject to style. The Parliamentary Status of this Proposed Resolution is on the Period of Amendments (Deferred on July 15, 2020).
☑️The proponents of the Proposed Resolution No. 245 accepted and amendable to the proposed amendments of other MPs to the title of the said bill. The title was amended into Resolution No. 245 entitled, “RESOLUTION EXPRESSING DEEP CONCERN OF THE BANGSAMORO TRANSITION AUTHORITY OVER THE SERIES OF KILLINGS OF MOROS IN THE BANGSAMORO COMMUNITIES OUTSIDE BARMM PARTICULARLY IN THE MUNICIPALITIES OF POLOMOLOK AND TUPI, SOUTH COTABATO, which was approved.
☑️The Proposed Resolution No. 248, entitled: RESOLUTION URGING THE 18TH CONGRESS OF THE PHILIPPINES TO PRIORITIZE THE IMMEDIATE PASSAGE OF HOUSE BILL NO. 6413, ENTITLED: AN ACT DIVIDING THE PROVINCE OF MAGUINDANAO INTO TWO (2) PROVINCES, NAMELY: NORTHERN MAGUINDANAO AND SOUTHERN MAGUINDANAO, authored by MPs Datu Mussolini S. Lidasan, Tocao O. Mastura, CPA and Atty. Lanang T. Ali, Jr., was again opened for interpellation and debate. The Parliamentary Status of this Proposed Resolution is on the Period of Interpellation and Debate (Deferred on July 15, 2020).
☑️Some MPs manifested their queries and clarifications and was defended by one of the co-sponsors on the said proposed resolution.
☑️Considering the time element of the discussion on the Proposed Resolution No. 248, it was moved to defer to the next session.
