📌HIGHLIGHTS of the BTA Parliament Session on July 15, 2020
☑️The session commenced at around 1:50 PM in the afternoon.
COMMITTEE REPORTS ARE AS FOLLOWS:
☑️The period of amendments was opened for the Committee Report No. 23 submitted by Committee on Rules on July 13, 2020, RE: Committee Substitute Bill No. 52 entitled: AN ACT CREATING THE BANGSAMORO SPORTS COMMISSION, PROVIDING FOR ITS MANDATE, POWERS, AND FUNCTIONS, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES, introduced by MP Maisara Dandamun-Latiph.
☑️The Chairman of the Committee on Rules defended the Committee Report No. 23 as agreed upon with the proponent of the said bill.
☑️Some MPs manifested their support to the Committee Report No. 23
☑️MPs introduced their proposed amendments, to wit:
◾1. Paragraph (c) of Section 6. Appointment and Term of Office. — The two ex officio Commissioner is not subject to appointment but shall be appointed by the Chief Minister among the three nominees submitted each by the Ministry of Indigenous People’s Affairs and the Office for Settler Communities. In no case, an ex officio be designated for more than seven years. Further, they must be organic personnel of the Bangsamoro Autonomous Government and has met the requirements in the next two provisions, which the proposed amendment was subjected for approval;
◾2. Paragraph (a) of Section 6. Appointment and Term of Office. — The Chief Minister shall appoint the Chairperson and the regular Commissioners of the BSC for a term of seven years, which the proposed amendment was accepted;
◾3. Paragraph (c) of Section 7. Qualification. – At least (21) years of age at the time of appointment, which the proposed amendment was accepted;
◾4. Paragraph (a) of Section 5. Composition. — 1) Province of Basilan (including Lamitan City), 2) Province of Lanao del Sur (including Marawi City), which the proposed amendment was accepted;
◾5. Paragraph (a) of Section 5. Composition. —The BSC shall be composed of a Chairman in (six) regular Commissioners, which the proposed amendment was subjected for approval;
◾6. Paragraph (a) of Section 6. Appointment and Term of Office. —The Chief Minister shall appoint, the Chairperson and the Commissioners of the BSC for a term of seven years, which the proposed amendment was subjected for approval.
☑️The Committee Report No. 23 was moved to deferment for the period of amendments.
☑️All other MPs who have proposed amendments to the said bill were directed to submit it to the secretariat to take into consideration.

☑️The Proposed Resolution No. 173, entitled: RESOLUTION URGING THE MINISTRY OF LABOR AND EMPLOYMENT TO ESTABLISH A DATA BANKING SYSTEM OF ALL BANGSAMORO MIGRANT OVERSEAS WORKERS AND ADOPT A WELL-ORGANIZED REPOSITORY OF INFORMATION RETRIEVAL THAT SHALL SERVE AS A COORDINATING MECHANISM WITH CONCERNED NATIONAL AND REGIONAL OFFICES, NON-GOVERNMENT AND PRIVATE SECTORS FOR THE EFFECTIVE GATHERING OF SIGNIFICANT INFORMATION, authored by MP Bai Maleiha B. Candao was deferred due to the absence of the authors. The Parliamentary Status of this bill is in the period of interpellation and debate (Committee report no. 19 was adopted on February 20, 2020).
☑️The Proposed Resolution No. 170, entitled: A RESOLUTION CALLING FOR THE BANGSAMORO GOVERNMENT TO GIVE ATTENTION TO THE PLIGHT OF BANGSAMORO DOMESTIC WORKERS AND ESTABLISH SUITABLE PROGRAMS TO SERVE AS ALTERNATIVE ECONOMIC OPPORTUNITIES FOR BANGSAMORO WOMEN WHO SEEK OVERSEAS EMPLOYMENT AS DOMESTIC WORKERS, authored by MP Diamila Disimban-Ramos was deferred due to the absence of the authors. The Parliamentary Status of this bill is in the period of interpellation and debate (Committee report no. 20 was adopted on February 28, 2020).
☑️Opened the period of debate and interpellations of the Proposed Resolution No. 245, entitled: RESOLUTION REQUESTING THE CHIEF MINISTER TO BRING TO THE ATTENTION OF THE PRESIDENT, REPUBLIC OF THE PHILIPPINES, THE SECURITY CONCERNS INVOLVING THE SERIES OF KILLINGS OF MOROS IN THE BANGSAMORO COMMUNITIES OUTSIDE BARMM PARTICULARLY IN THE MUNICIPALITIES OF POLOMOLOK AND TUPI, SOUTH COTABATO, authored by MP Aida Silongan and MP Mohagher Iqbal.
☑️MP Maisara Dandamun-Latiph manifested that in this Proposed Resolution No. 245, the parliament should act on this and not to defer it any longer.

Lidasan, Tocao O. Mastura, CPA and Atty. Lanang T. Ali, Jr., was again opened for interpellation and debate.
