Orphans are considered one of the most vulnerable members of the society. Without parent/s, a child could face varying degrees of struggle. Without the love and care provided by parents, their life is filled with hardships.
However, with proper support from the government along with the legal guardians and the community, institutions catering to the needs of the orphans can be built.
One of the key concerns identified by our office is how there are no accredited orphanages in the BARMM. This is also in the research study entitled: “Children of War: A Rapid Needs Assessment of Orphans in Muslim Mindanao” that was supported by The Asia Foundation.
In response to this, our office filed the BTA-Bill No.71, the “Bangsamoro Orphanage Act 2020” which would establish and regulate orphanages within the region.
As the new government establishes new institutions, every sector should have the opportunity to be heard in order for their concerns to be known and addressed. Participative and informative consultations are necessary for the crafting of responsive legislations.
