In a brief ceremony held on August 5, at the Emilio Aguinaldo Camp Lapu-Lapu Grand Stand, 42 graduates, consisting of officials and leaders from the country’s government agencies, municipalities, international development agencies, academics, and the private sector, graduated.

Graduates have completed a 13-month study that employs mixed learning that combines online lessons with several face-to-face activities such as National Security Development Studies (NSDS) and pre-commission field training exercises (FTX).

After the ceremony, 18 of the graduates were appointed to the military reserve as lieutenant colonels and commanders. 9 Philippine Navy, 6 Philippine Army, 3 Philippine Air Force.

The EMNSA Program is the only graduate-level program that offers a master’s degree covering a broad spectrum of national security, administrative policymaking, implementation, and evaluation.

Established in 1963, the NDCP is the highest government agency for education, training, and research for national defense and national security.

The President signed an Administrative Order (EO) 145 granting a CESO (Career Executive Service Officer) rating if NDCP graduates of the EMNSA program already hold CES (Career Executive Service) positions.

EO 145 stipulates that NDCP MNSA program graduates who are in a career service position with a salary grade of 24 or higher are eligible to receive a salary equivalent to the 25th grade of salary.
