Highlights:

☑️The plenary deferred discussion on PR 450 on the application of the Supreme Court’s decision on the Mandanas Case vis a vis the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

☑️MP Maisara Latiph, the key proponent of Bill No. 32, which calls for the establishment of the Ranao Development Authority (RDA) delivered a personal privilege speech urging the immediate passage of the bill which has already undergone second reading. “Tayo dapat ang kailangan mag ukol tungkol sa ating mga inland waters,” stated MP Latiph in her speech. She highlighted the urgency as there would be a missed opportunity for the Bangsamoro Government to exercise its autonomy over its inland waters if they do not pass the bill, as there is currently a bill on the same subject matter pending in Congress.

☑️PR 413 commending Moro Legislators for the standing in behalf of Bangsamoro Communities outside the Bangsamoro Region was approved.

☑️PR 427 directing the Bangsamoro Darul-Ifta to issue fatwa on what constitutes as halal conduct for public officers was also approved. The main author MP Abdullah Hashim thanked MP Maisara Latiph for her motion to have the resolution treated as a simple resolution.

☑️PR 444 on the creation of a Parliamentary Leadership Caucus was discussed. The model would be similar to other parliamentary systems in the world. The purpose of the caucus would be to centralize the efforts of the Parliament, with budget coming from the Office of the Speaker. As there were concerns that PR 444 would amend existing parliamentary rules and procedures, further discussion on the PR was still needed.

☑️PR 384, PR407, and 452 were resolutions thanking Congress for their bills (Senate Bill No. 2081 and House Bill 8249) declaring February 1 as National Hijab Day and promoting understanding on the Muslim tradition of wearing hijab, authored by MP Maisara Latiph, MP Amilbahar Mawallil, MP Baintan Ampatuan, and MP Bainon Karon respectively. MP Bainon Karon, Chairperson of the Bangsamoro Women Commission (BWC), delivered a sponsorship speech. She also highlighted how the regional Darul-Ifta has mentioned that the National Hijab Day is not bidah or a prohibited innovation. She also emphasized that wearing hijab is still mandatory for Muslim women, but National Hijab Day is for the promotion of understanding and awareness. After an impassion speech, and after a division of the house, the resolutions passed with a simple majority vote.

☑️In relation to PR 455, MP Zul Qarneyn Abas, Vice-Minister of the Ministry of Health revealed that the MOH is in the process of acquiring cold-storage facilities so that the BARMM can also store the Moderna-Pfeizer vaccine.

☑️PRs 456 and 458 expressed deepest sympathies and condolences for the family of late former President Benigno Aquino III for his untimely death.
