June 10, 2021 | The Committee on Labor and Employment held a committee meeting today at 2PM. Included in the agenda for discussion were the creation of the sub-committees, discussion on the proposed Bangsamoro Labor Code, and presentation of the Memorandum of Agreement between the Ministry of Labor and Employment (MOLE) and the Overseas Worker Welfare Administration.
The committee members agreed on the creation of the following sub-committees: Sub-Committee on Labor Standards and Labor Relations, and Sub-Committee on Social Protection for Workers. MP Atty. Maisara C. Dandamun-Latiph was nominated and elected as one of the Vice Chairpersons of the Committee on Labor and Employment. She was elected to head the Sub-Committee on Social Protection for Workers.
The committee members then discussed the differences between the Philippine Labor Code, and the proposed Bangsamoro Labor Code. Minister Romeo Sema of MOLE emphasized the importance of having a Labor Code which was specific to the context of the Bangsamoro Region.
The discussion then moved to the Memorandum of Agreement between MOLE and OWWA. Following discussions with the Department of Labor and Employment (DOLE), and the Philippines Overseas Employment Administration (POEA), it was agreed that the MOLE shall be the agency which would implement the former two national agencies’ programs in the BARMM. Currently, among the three labor-related agencies, it is the OWWA which is still operating within the region. The Memorandum of Agreement provides for the enumerated functions and responsibilities that the MOLE shall take over from the OWWA with respect to Overseas Bangsamoro Workers, and workers in the Bangsamoro Region.
